Designing the thematic node that integrates citizen science into the EOSC Federation.

ABOUT THE PROJECT

During this period, the governance structure, technical architecture, and framework for creating a thematic node specializing in citizen participation within this major European data infrastructure will be defined.

EOSC-CSN (EOSC Citizen Science Node) is a six-month preparatory project whose main deliverable is the Project Charter for the EOSC Federation’s Citizen Science Node: a comprehensive blueprint for its governance, technical architecture and operational framework.

The EOSC Federation connects multiple interoperable Nodes — thematic, geographical or institutional — through the EOSC Interoperability Framework and the federative capabilities of the EOSC EU Node, as described in the EOSC Federation Handbook. Currently, access to this federation is based on academic credentials (EduGAIN), which excludes those who generate science from outside academia: citizen scientists, NGO researchers, civic technology communities and independent researchers. EOSC-CSN directly addresses this gap.

The project forms part of EOSC Gravity (June 2025 – December 2027), the Horizon Europe coordination project (GA 101188045) tasked with consolidating the EOSC ecosystem and piloting its transition to a new governance and funding model from 2027 onwards, including through cascading funding to expand the Federation of Nodes.

PROJECT OBJECTIVES

Six specific objectives that converge in a single Project Charter:

SO1 — Value proposition. Outline how the node connects traditional research with data generated by the public, ensuring compliance with the FAIR principles.

SO2 — MVN requirements. Strategic alignment with the EOSC Federation Handbook and fulfilment of all technical and legal requirements for the Minimum Viable Node.

SO3 — Governance model. A multi-level governance structure that reflects the diversity of the citizen science community, orchestrating existing platforms within a framework compatible with the EOSC.

SO4 — Technical roadmap. Integration of RIECS’s core services with the EOSC: AAI proxy, FAIR validation, ARGO monitoring and APEL accounting.

SO5 — Training curriculum. A training matrix for non-affiliated researchers, aligned with the EOSC Academy and integrated into the EOSC Knowledge Hub.

SO6 — Showcase. A public event demonstrating live the integration of citizen science projects into the EOSC Federation via the node.

Use cases that validate the node’s functional requirements

UC1 — Automated data validator. Connects citizen science projects with scientific data repositories and certifies that the data produced is valid and ready for research.

UC2 — Access for citizen science. Researchers and members of the public without institutional affiliation have the same access to the EOSC Federation as anyone at a university: an account, workspace and the tools needed to conduct research.

UC3 — Data traceability. Every piece of data circulating within the federation retains a link to the person and project that generated it, ensuring that its history and reuse are always traceable and correctly attributed.

UC4 — On-demand computing for citizen-led events. The node provides, on demand, the computing resources required by hackathons and other citizen-led events: virtual machines, access to GPUs, storage and other infrastructure, for the duration of the event.

THE ROLE OF IBERCIVIS

Ibercivis is coordinating the project and leading the formation of the consortium. As part of this coordination, it is setting up a group of 10 to 15 experts to review and validate the node’s governance, technical and operational framework. The selection process is open—no affiliation with a university or research institution is required—and seeks candidates from beyond the foundation’s usual network, with a balance across disciplines, countries and genders.

WHAT WE DO

The project roadmap is divided into three phases:

Phase 1 — Strategic Setup (M1, May 2026). Kick-off meeting in Madrid, delivery of the Project Plan, definition of the technical scope and mapping of community leaders.

Stage 2 — Co-design and Project Charter (M2–M4, June–August 2026). Design of use cases, stress-test workshops with the community, peer review with the expert group, delivery of the Project Charter and first draft of the showcase plan.

Stage 3 — Onboarding and Showcase (M5–M6, September–November 2026). Contribution matrix for the EOSC Academy, use case onboarding report and live integration, and final public event demonstrating the node within the EOSC Federation.

Public deliverables include the Project Charter (August 2026), the Training Matrix (October 2026), the Use Case Onboarding Report (October 2026) and the Showcase Report (November 2026).

Lost At Night mobilises around fifty participants in a PLAN-B citizen science workshop

The online event made it possible to georeference 2,500 control points in night-time images of Earth taken from the International Space Station.

The European project PLAN-B held an online workshop on 21 May dedicated to Lost At Night, the citizen science app that makes it possible to georeference night-time images of Earth captured by astronauts aboard the International Space Station. The session, organised online and open to the public, brought together around fifty participants interested in contributing to the study of light pollution from a collaborative perspective.

During the workshop, attendees were able to learn about the scientific value of night-time photographs taken from the ISS and the role played by human input in identifying reference points in the images. The session combined a scientific introduction by Alejandro Sánchez de Miguel with a technical explanation by Francisco Sanz, Director of Ibercivis and developer of the app, on how it works. After the talks, the workshop moved on to the practical part, in which participants worked directly with the tool.

The result was particularly positive: in just one session, participants managed to generate 2,500 georeferenced control points, reaching 80% of the collective target set for the workshop, which had initially been established at 3,000 points. These points are essential for correctly aligning night-time images with geographical coordinates and turning them into useful data for scientific research.

Lost At Night and the scientific value of images taken from the International Space Station

Lost At Night is designed to help create a global map of the Earth’s night-time lights, with the aim of measuring and monitoring light pollution. By linking space images to specific locations, the tool helps generate valuable environmental data to study the impact of artificial light at night on ecosystems, biodiversity and human health.

The initiative is part of the PLAN-B project, funded by the European Union through Horizon Europe, which works to address the impacts of light and noise pollution on terrestrial biodiversity and ecosystem systems. PLAN-B seeks to create new pathways for knowledge, regulation and social participation that help reduce these impacts in Europe.

In addition to strengthening the use of Lost At Night as a citizen science tool, the workshop helped reinforce the participation of scientific, educational and citizen communities in the study of the night from space. PLAN-B will continue to develop new challenges and participatory campaigns within the application, with the aim of expanding the available database and continuing to involve researchers, students, associations, activists and the general public in the fight against light pollution.

With this activity, Lost At Night demonstrates the potential of citizen collaboration to transform space images into useful scientific information. Each georeferenced point contributes to a better understanding of how we illuminate the planet at night and what effects this lighting may have on ecosystems. The workshop therefore marks another step in PLAN-B’s strategy to connect science, technology and social participation in response to one of the least visible, yet increasingly relevant, environmental challenges: light pollution.

Classify Scientific Publications on Citizen Science

ABOUT THE PROJECT

CitSci Sort has a dual goal: Producing a research dataset and being a learning tool.

CitSci Sort is a community-driven classification tool developed by the Ibercivis Foundation in the context of the RIECS-Concept initiative — Towards a Pan-European Research Infrastructure for Excellent Citizen Science —, a 36-month Horizon Europe project bringing together 13 partners from 8 countries, with ECSA as scientific coordinator.

PROJECT OBJECTIVES

Its purpose is to build a systematically categorised corpus of peer-reviewed scientific abstracts on citizen science (CS) — one that did not previously exist with a shared, transparent classification scheme. The corpus is drawn from publications identified through a systematic search of the Web of Science database, accessed via the Universidad de Zaragoza’s institutional licence.

How does the classification work?

Step 1 — First-level Dichotomy
The first question is fundamental: does this paper use citizen science as a method to produce knowledge, or does it study citizen science as an object of research? Each abstract is assigned to one of three mutually exclusive categories: Scientific Findings (CS as method), Meta-research (CS as subject of study), or Not Sure.

Step 2 — Meta-research Aspects Classification (Only for Meta-research papers)
One or more aspects are selected to capture which specific dimension the paper analyses: methodology & design, data quality & validation, impact & outcomes, participation & engagement, ethics & legal issues, theory & framework, or technology & platforms. This scheme is grounded in Ioannidis et al. (2015) and the UNESCO Recommendation on Open Science (2021).

Step 3 — Infrastructure Classification (For all papers)
Every abstract is also assessed for whether it mentions specific CS infrastructures — platforms, mobile apps, data-management tools, AI systems, or any other technology that enables or supports the described CS project. This step builds, directly from the published literature, a verified registry of CS infrastructures that RIECS-Concept needs to design the future pan-European research infrastructure.

You do not need to be a researcher or a citizen science expert. The platform is designed so that anyone can classify abstracts by following the guidance provided. What matters most is reading carefully and applying the criteria consistently.

Each abstract is reviewed by multiple contributors, so the goal is not individual perfection but collective consistency. Disagreements are valuable — they help the research team identify the most ambiguous cases. Contributors may choose to remain fully anonymous or request public recognition in project reports, strictly according to their express consent.

How many scientific papers have been published on citizen science? What questions do they investigate? What platforms and technologies do they mention? We know the field has grown enormously over the past decades — but no systematically categorised corpus existed to demonstrate this with a shared, transparent classification scheme.

CitSci Sort was built to create that map — collaboratively, with the help of anyone who wants to contribute.

What is CitSci Sort?

CitSci Sort has a dual goal:

Producing a research dataset: a structured map of how CS is studied, practiced, and theorised across disciplines.
Being a learning tool: by reading and classifying real abstracts, contributors actively develop their own understanding of the CS publication landscape — what questions the field asks, how it frames them, and where the debates are.

How does the classification work?

Classification proceeds in three sequential steps, each grounded in published academic references.

Why does this matter?

Citizen science faces a structural challenge: fragmented data and a lack of shared standards. This lack of interoperability hinders the scalability of its collective scientific impact and poses a significant challenge to its long-term sustainability.

CitSci Sort responds by producing a shared, evidence-based taxonomy that makes the landscape of CS research legible. The data generated will feed directly into the design of a pan-European research infrastructure with a view to inclusion in the ESFRI roadmap and integration with the European Open Science Cloud (EOSC).

Do I need to be an expert to contribute?

About the Ibercivis Foundation

Ibercivis (ibercivis.es) is a private non-profit foundation that promotes Citizen Science in Spain and Europe. Formally constituted on 14 November 2011 in Madrid, it evolved from the Zivis project launched in April 2007 — one of the earliest distributed volunteer computing initiatives in Spain. About RIECS-Concept

RIECS-Concept (concept.riecs.eu) is a 36-month Horizon Europe project that began on 1 January 2025. Its goal is to design the conceptual model for a permanent, pan-European research infrastructure for citizen science — including a feasibility study and a five-year implementation plan — with a view to inclusion in the ESFRI roadmap and interoperability with the EOSC. ABOUT THE PROJECT

LIFE-NITRAZENS seeks to create a sustainable and replicable model for reducing nitrate pollution in water.

The LIFE-NITRAZENS project addresses a crucial global challenge: nitrate pollution in water, a major threat to both ecosystems and human health.

Nitrate pollution, caused mainly by agricultural runoff and inadequate management of organic waste, leads to environmental degradation, including eutrophication of water bodies and serious health risks such as methaemoglobinaemia and cancer.

PROJECT OBJECTIVES

Develop a citizen science project that involves citizens in monitoring nitrate concentrations in surface water, groundwater and drinking water in the six designated pilot areas.
Develop Good Management Practice (GMP) guidelines to optimise fertiliser use and provide training in behaviour change and capacity building to encourage the adoption of sustainable agricultural practices that reduce nitrate pollution.
Involve citizens in information and awareness campaigns to increase knowledge about the importance of nitrate-free water and the impacts of this pollutant on the environment and human health.
Ensure the replication and reliable transfer of project results by validating the tools and strategies developed in Portugal, applying the Mutual Learning Exercise methodology.

IBERCIVIS’ ROLE

Ibercivis supports and participates in the work plan that will introduce citizen science methodologies through missions and data collection campaigns co-designed by all stakeholders involved in the project’s pilot areas.

In addition, it coordinates the work package responsible for the communication, dissemination and exploitation of the project’s results, as well as communication activities during its implementation and development. It develops the communication strategy while developing the project’s visual identity, website and social media presence.

Finally, Ibercivis contributes to the establishment of the scientific protocols generated by the project and the After-LIFE plan, ensuring its survival and replicability.

Alternatives for an effective Transition to sustainable, Reusable and recyclable construction products by the Innovative production of User and eco-friendly bio-based Materials

ABOUT THE PROJECT

ATRIUM will also promote public interaction and involvement to bring the EU closer to citizens and local urban and rural areas through communications, local initiatives and various actions.

ATRIUM is a European Horizon Europe project promoting bio-based, reusable and recyclable materials for the construction sector, involving 14 organisations from seven countries.
In Spain, the participating organisations are the Ibercivis Foundation, alongside the AITIIP Foundation (the project coordinator), the CIRCE Foundation, Tecnopackaging and Moses Productos.

The construction sector is fundamental to the economy and the environment, accounting for 9% of European GDP and creating more than 18 million jobs.

ATRIUM aims to reduce the environmental impact of this sector by combining natural fibres (such as hemp), bioplastics and mycelium-based biotechnologies to produce intermediate biocomposites that can be integrated into construction products, such as flooring and acoustic panels.

The project promotes the circular economy and bioeconomy by developing efficient technologies and collaborating with key stakeholders to certify and accept these new bioproducts.

PROJECT OBJECTIVES

– Development of 4 bio-based, recycled and/or natural materials as base materials to scale up the production of 4 intermediate products or bio-composites and validate their performance in 5 consumer-oriented end products.

– Validate innovative processing technologies to be scaled up for the processing of novel bio-composites towards the 4 consumer-oriented applications.

– Develop and validate 5 consumer-oriented end products through the cascading use of biomass feedstocks.

– Demonstrate ATRIUM solutions in 5 value chains and validate them in 3 demo sites, including Vienna, Zaragoza and Israel.

– Develop a set of recommendations for pre-normative and/or regulatory actions related to recyclable/reusable bio-based construction materials, together with the integration of sustainability considerations and criteria by design, including safety and user experience in the 5 construction solutions, which will be integrated into the 3 demo sites.

– Communicate, disseminate and promote the exploitation of ATRIUM results.

IBERCIVIS’ ROLE

The Ibercivis Foundation is responsible for organising and coordinating the demo site in Zaragoza with citizens, the arts sector and the private sector to improve development and promote greater acceptance and adoption of new sustainable materials within local and regional value chains. Open manufacturing laboratories in the city of Zaragoza will be used for this purpose.

TOWARDS A PAN-EUROPEAN RESEARCH INFRASTRUCTURE FOR EXCELLENT CITIZEN SCIENCE

ABOUT THE PROJECT

The project addresses some current issues such as fragmentation, interoperability, efficiency, etc., and lays the foundations for the first comprehensive design of citizen science at the global level.

RIECS-Concept is a Horizon Europe project developed by a consortium of 13 partners from 8 countries. The project is led by the Ibercivis Foundation and, in Spain, the Spanish National Research Council (CSIC) is also involved.

RIECS-Concept conceptualises the European research infrastructure for citizen science, leveraging both resources provided by citizens (such as mobile phones, computers, etc.) and existing scientific resources (citizen science platforms, data collections, other existing research infrastructures, etc.). This infrastructure will provide cross-cutting services to the research community.

The RIECS-Concept project will produce two key outputs that will form the basis for a proposal for the ESFRI 2030 call:

A conceptual design, including a feasibility study, of the infrastructure;
A strategic plan for the five-year implementation of the new infrastructure.

To achieve this, research will be conducted and work will be carried out with all types of communities globally to gather requirements, co-design solutions and refine the proposed solutions in various scientific topics and domains.

PROJECT OBJECTIVES

The RIECS-Concept project has three main objectives:

Collectively create a data and research infrastructure for citizen science. To do this, three key steps will be followed: create an open inventory of technological components; connect this catalogue in a coherent foundational design that links technological and scientific challenges; and formulate a unified conceptual model to integrate data and metadata from different sources. These actions will focus on three specific areas: environmental observations, health, and climate change.
Develop a strategic plan that will lay the groundwork for the successful implementation and operation of the infrastructure. A planning and co-design process will be carried out with key stakeholders, including funders and end users. The result will be a multi-year implementation roadmap with concrete measures and guidelines for decision-makers. In addition, an impact assessment framework will be developed with criteria and indicators to measure the effects of RIECS in different dimensions.
Achieve open governance from the conceptualisation of RIECS. A participatory and inclusive approach will be promoted, involving actors from science, technology, policy and society in the co-design and development processes of the roadmap. Through inclusive dialogue and collaboration, RIECS seeks to respond to user challenges and ensure that its design and governance reflect the needs and perspectives of different stakeholder groups.

IBERCIVIS’ ROLE

Ibercivis reports to the funding authority and leads the administrative, financial, and technical management. It also oversees the technological aspects, ensuring the conceptualisation, integration, and operation of the future infrastructure for citizen science.

Ibercivis leads the preliminary design of the catalogue of services, resources and functionalities.
It carries out the technical feasibility and integration study, the result of which is a report on technical viability and scientific excellence. This report establishes a general conceptual design that integrates technological and scientific dimensions, proposing cross-cutting architectural solutions adapted to each end user.
In parallel, Ibercivis is working on the compliance of RIECS data and metadata with the European framework and is contributing to the definition of the framework for sustainability, collaboration and policy support.
In addition, Ibercivis plays an active role in engaging with stakeholders, establishing a key participation model for the co-creation of the roadmap during conceptualisation, thus promoting co-design and open governance.
Among other key responsibilities, Ibercivis leads the creation of the project management manual, the ethics management plan, the data management plan, the quality and risk contingency plan, as well as progress reports. It also coordinates ethics, legal, intellectual property and data management throughout the project and collaborates in the creation, coordination and management of the External Advisory Board.

Justice-Oriented Strategies for Social Adaptive Risk Management

ABOUT THE PROJECT

JUST-SAFE aligns with the EU Climate Change Adaptation Mission, adopting a comprehensive and participatory approach for inclusive adaptation.

JUSTSAFE is a European Horizon Europe project focused on climate change adaptation from a perspective of social justice and inclusion. The project explores how the climate and digital transitions can better meet the needs of the most vulnerable and marginalised social groups, such as older people, children, women and girls in all their diversity, and people with disabilities. JUSTSAFE aligns with the European Union’s Climate Change Adaptation Mission and is funded under the HORIZON-MISS-2024-CLIMA-01 programme.

The main objective of the project is to strengthen the climate resilience of communities and local authorities by developing strategies, tools and participatory activities that involve vulnerable groups in the design of solutions. To this end, JUSTSAFE combines co-creation processes, risk communication, training, digital and green solutions, and pilot initiatives aimed at achieving a more just and inclusive approach to climate adaptation.

IBERCIVIS’ ROLE

The Ibercivis Foundation is leading the work package on training and capacity building in the JUST-SAFE project. Its main role is to develop educational materials, coordinate training activities (including serious games and simulators), and evaluate the impact of these actions on climate and digital literacy, especially among vulnerable groups. It also contributes to the design of citizen participation and co-creation strategies.

OUR ACTIVITIES

– Development of training materials (courses, educational resources, and digital content) tailored to diverse audiences, especially vulnerable ones.
– Creation of simulators and serious games to train in climate change adaptation and encourage active participation.
– Organisation of demonstration exercises and face-to-face and digital training sessions in pilot and replicating regions.
– Evaluation of the impact of training, including pre- and post-activity surveys to measure improvements in climate and digital literacy.
– Support for the co-creation of participatory tools and methodologies, in collaboration with other consortium partners.
– Contribution to citizen participation and co-design strategies (e.g. through the development of surveys, interviews and co-creation events).

ABOUT THE PROJECT

The project uses the metaphor of the bee hive to define citizen roles in each of these communities. In each hive, citizen science campaigns will be conducted to measure air quality, and data co-creation, visualisation and dissemination activities will be carried out to disseminate the results and influence environmental policy decisions.

SOCIO-BEE is a European citizen science and technology project that aims to enable citizens across the continent to monitor the air quality of their environment with low-cost devices, while offering them tools and support for the assembly of aware and active citizen communities that can influence local environmental and mobility policies, thanks to the measurements and data obtained by this technology.

SOCIO-BEE has a consortium of around fifteen European institutions, including universities, research institutes, technology developers, private companies and non-profit institutions. On the one hand, this consortium is developing the technology that will be used to measure air quality in an easy and open way. On the other hand, it provides citizen communities with tools to assemble, grow and establish themselves as their own entities that elaborate, execute and disseminate the results of the citizen science campaigns they carry out.

Three European cities are testing and piloting the SOCIO-BEE developments: Zaragoza (Spain), where children and teenagers are targeted; Maorussi (Greece), where the inhabitants’ journeys are used for air quality measurements; and Ancona (Italy), where their elders will join together to carry out citizen science campaigns.

PROJECT OBJECTIVES

The SOCIO-BEE project aims to design, implement and validate technologies for fixed and portable devices that citizens can use to make air quality observations and with the support of local decision-makers and action groups to bridge science, technology and society.

SOCIO-BEE will develop and implement a co-creation approach with a citizen science perspective. Citizens can be involved in choosing campaigns customised to their context and needs, each of which will include tools to deliver participatory programmes and campaigns that influence decision-making to reduce pollution levels in cities and build trust among stakeholders.

SOCIO-BEE aims to conduct co-created experiments that are sustainable, accessible and replicable/shareable using citizen science, which will be tested in three pilot sites and with different populations: children, young adults, older adults and senior citizens.

IBERCIVIS’ ROLE

The Ibercivis Foundation is part of the SOCIO-BEE project consortium, actively participating in the co-design process of the project narrative, as well as the engagement strategies to be implemented in the pilot projects: Spain (Zaragoza), Italy (Ancona) and Greece (Marousi).

In addition, it will deploy together with the Zaragoza City Council and the Zaragoza City of Knowledge Foundation the pilot activities in the city of Zaragoza, where the citizen science methodology for measuring air quality through the wearable devices that the project has designed will be tested.

The foundation will participate in the communication and dissemination activities of the project results, graphic design, hosting and web development.

ABOUT THE PROJECT

GREENGAGE raises public awareness by showing environmental challenges (climate change, poor air quality, healthy living) through the ‘as is’ state of the urban environment, highlighting information and other gaps in reliable data held by public administrations.

The Greengage project is a citizen science project that seeks to promote the green and digital transformation towards carbon neutral cities. To achieve this, it integrates two dimensions.

Firstly, it seeks to improve the intelligence applied to the decision-making process and governance of cities through the participation of citizen observations integrated with existing technologies such as Copernicus, GEOSS, in-situ, among others; integrated through innovative governance models.

Secondly, Greengage takes advantage of social and cultural opportunities to promote the active participation of citizens through Citizen Observatories in the collection and use of data for decision making according to the ‘Smart Urban Governance’ model.

The project is framed in 5 pilots developed in different regions of Europe. The pilots that make up Greengage are: Bristol, Turano, Nord-Barabant, Copenhagen and Gerace.

Provide scientifically robust and rigorous methods for understanding environmental data.

Promote and ensure higher rates of uptake and implementation of citizen-generated data in policy and decision making in the environmental domain towards citizen-centred urban governance, through validation and demonstration of its added value through GREENGAGE Citizen Observatories and pilots.

Promote the co-creation of data solutions for the urban environment to facilitate environmental observation and validation through the GREENGAGE pilots.

Establish synergies between partners, networks of citizen observatories and initiatives, and environmental agencies, to exchange best practices, ensure transferability, adoption and replication of successful Citizen Observatory experiences in different contexts across Europe and with different groups to ensure sufficient social representation.

IBERCIVIS’ ROLE

– Elaboration of methodologies for the establishment of citizen observatories, combining top-down and bottom-up approaches, and ensuring meaningful citizen participation at all stages of the process, from the very beginning of the creation of the observatories.

– Creation of resources to ensure citizen engagement and participation throughout the entire project
